Cambodia Nabs 49 Foreigners in Phnom Penh Cybercrime Raid

Cambodian authorities have detained 49 foreign nationals following a targeted raid on a suspected cybercrime hub in the capital’s Khan Sen Sok, local officials said on Tuesday.
The operation, conducted on Mar. 30, resulted in the apprehension of 30 Indonesians and 19 Malaysians, including eight women. The suspects were operating out of a rented building in Sangkat Teuk Thla.
Phnom Penh municipal police seized a vast array of technical equipment used to facilitate illegal activities, including: 185 mobile phones and a large cache of international SIM cards; 11 all-in-one computers and 17 CPUs; 38 external monitors and 7 laptops.
Preliminary forensic investigations suggest the group utilised the Cambodian site to operate illegal online gambling and fraudulent schemes targeting victims specifically in Malaysia and Singapore.
The crackdown was executed under the direction of Phnom Penh Governor H.E. Khuong Sreng and Municipal Police Chief Lt. Gen. Chuon Narin, with legal coordination from Deputy Prosecutor Seng Hieng.
The suspects and confiscated evidence have been transferred to the Phnom Penh Municipal Police Headquarters for further interrogation and legal processing.
This latest enforcement action aligns with a high-level mandate from Prime Minister Samdech Moha Borvor Thipadei Hun Manet, who has pledged to "cleanse" Cambodia of technology-based crimes by April 2026. The Prime Minister has repeatedly warned that the Kingdom will not serve as a sanctuary for cybercriminals, asserting that any individuals or entities found backing such syndicates will face the full weight of the law without exception.
