Vietnam's 14th party central committee concludes 4th plenum

The 14th Communist Party of Vietnam Central Committee (CPVCC) concluded its fourth plenum in Hanoi on Thursday, adopting new regulations encouraging Party members to engage in investment and business activities, the Vietnam News Agency reported.
Under the new policy, the CPVCC agreed to shift its approach to Party members' participation in investment and business activities from "permitting" to "encouraging and facilitating," with the aim of enabling Party members to accumulate wealth legitimately and contribute to the country's development.
The regulations seek to clarify the rights, conditions and limits governing such activities in accordance with Party members' legal status, official responsibilities and potential conflicts of interest, while preventing public power, information and assets from being used for private gain.
On Party building, the CPVCC adopted a resolution on strengthening and rectifying the Party and the political system, emphasizing the need to improve internal oversight, address shortcomings, strengthen accountability and prevent violations.
The CPVCC also approved outlines for reviewing 100 years of the Party's leadership of the Vietnamese revolution from 1930 to 2030 and 40 years of implementation of the Platform for National Construction during the transitional period to socialism, while setting development orientations for the following 100 years, from 2030 to 2130.
On economic development, the CPVCC agreed to aim for gross domestic product growth of at least 10 percent and an increase of around 4.5 percent in the average consumer price index in 2027, while maintaining macroeconomic stability and major economic balances.
Meanwhile, the CPVCC also adopted resolutions on reforming the Party's leadership and governance methods and on personnel work, approved a national strategy for attracting and developing talent in key sectors, and adopted new regulations on Party inspection, supervision and discipline.
