AKP Phnom Penh, May 22, 2026 -- The Council of Ministers on Friday approved a draft amendment to Cambodia’s Law on Roads aimed at regulating maximum vehicle weight limits, strengthening enforcement measures, and improving the efficiency of the transport and logistics sector.

The draft amendment, consisting of 17 articles, was discussed and adopted during the Cabinet’s plenary meeting held at the Peace Palace in Phnom Penh.

According to a press release issued after the meeting, the proposed amendments are intended to revise regulations on maximum transport weight limits on the road network, as well as administrative fines and penalties for violations related to overloaded vehicles.

The draft law is expected to provide several key benefits, including reducing transportation and logistics operating costs for the private sector and enhancing Cambodia’s national and regional competitiveness.

The amendments also seek to ensure the sustainability and quality of road infrastructure by improving the effectiveness of measures to prevent overloaded vehicles from damaging roads.

In addition, the revised law aims to strengthen transparency and fairness in law enforcement through clearer and more appropriate administrative penalties and legal provisions aligned with current conditions.

The press release stated that the amendments would also help boost confidence among domestic and foreign investors by modernising the legal framework in line with developments in vehicle technology and evolving socio-economic conditions.

The draft amendment to the Law on Roads has been identified as a priority task under the Pentagonal Strategy – Phase 1, particularly under point 4 of the second pentagon’s second angle, which calls for reviewing and revising road regulations to respond to private sector requests and support socio-economic development.

Besides, the cabinet ministers endorsed the draft progress report on the implementation of the sharp package reform measures introduced at the 19th Government-Private Sector Forum for the second half of 2025, and the draft monitoring and evaluation report on the implementation of the Pentagonal Strategy – Phase 1 for 2025.
