Cambodia Welcomes International Cooperation to Combat Global Tech Fraud Crisis

Cambodia has expressed its strong commitment to combating technology-enabled fraud and welcomed cooperation with partner countries and international organisations to prevent citizens worldwide from falling victim to online scam networks.
The remarks were made by H.E. Santepundit Chhay Sinarith, Senior Minister in Charge of Special Missions and Chairman of the Secretariat of the Ad Hoc Commission for Combating Online Scams (CCOS), during a meeting on July 29, with Mr. Thomas Andrews, UN Special Rapporteur on the situation of human rights in Cambodia.
H.E. Chhay Sinarith briefed the Special Rapporteur on the background of tech-enabled fraud operations, emphasising that this issue is a global crisis affecting all nations. He stressed that the Royal Government of Cambodia has demonstrated strong political will to address, crack down, and eliminate this form of crime.
While pursuing enforcement operations, he noted, Cambodia places high priority on protecting the safety and well-being of both Cambodian and foreign citizens. He underlined that proper procedures are essential to ensuring successful crackdowns, but must be balanced with humanitarian considerations to prevent physical and psychological harm to victims.
In this regard, Cambodia adheres to humanitarian principles by providing necessary support and assistance to foreign nationals who have been deceived by masterminds or trafficked into committing fraud in Cambodia. The government has also cooperated closely with embassies to facilitate the repatriation of foreign victims to their home countries.
Cambodia, he said, welcomes cooperation with all partner countries and international organisations to jointly prevent citizens across the globe from continuing to fall into the traps and schemes of technology-enabled fraud networks.
In response, Mr. Thomas Andrews acknowledged his awareness of the establishment and mandate of the CCOS, noting that it demonstrates the importance Cambodia places on eradicating tech-enabled fraud. He expressed his impression of the situation and the results of the crackdown efforts.
Both sides expressed hope for continued dialogue and further exchanges on this issue in the future.
