UNCLOS Conciliation Commission to Meet Cambodia, Thailand in The Hague on Oct. 14-18

The Conciliation Commission established under Annex V of the United Nations Convention on the Law of the Sea (UNCLOS) will hold its second meeting with Cambodia and Thailand in The Hague, the Netherlands, from Oct. 14 to 18, 2026, the Permanent Court of Arbitration (PCA) has announced.
According to a statement issued on Friday evening by the Ministry of Foreign Affairs and International Cooperation, the meeting marks another step in the peaceful process initiated by Cambodia to resolve maritime differences between the two countries. Building on constructive discussions during the first meeting in Singapore, the upcoming session will provide an opportunity for both parties to explore further progress and identify areas of agreement on maritime boundary delimitation.
Cambodia's delegation will be led by H.E. PRAK Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, who serves as Cambodia's Agent, accompanied by Deputy Agent H.E. Lam Chea, Minister in charge of the State Secretariat of Border Affairs, and a delegation of legal experts.
Cambodia's primary objective is to reach a resolution that serves the interests of the peoples of both countries and contributes to regional peace, cooperation and shared prosperity, as outlined by H.E. Prak Sokhonn in his opening statement before the Commission.
Cambodia aims to conclude a treaty with Thailand delimiting a single, all-purpose maritime boundary between the two countries or reach an agreement on the joint development and equitable sharing of resources pending a final maritime boundary agreement. If neither option is achieved, Cambodia would ask the Commission to prepare recommendations that could serve as a basis for future negotiations, in accordance with both countries' obligations under UNCLOS.
Cambodia also expressed appreciation to the Commission's Chairperson and members for their careful and considerate approach, reaffirming its confidence in and support for the conciliation process.
The Royal Government of Cambodia reiterated that international law provides the foundation for the peaceful settlement of disputes between states and said it would participate in the upcoming meeting in good faith, guided by cooperation and mutual respect, while working with the Commission and Thailand towards a fair outcome and lasting resolution.
